Antenna location and type are the two most critical factors that determine reception reliability. Yes, if you can locate the antenna where it will have a clear view of the station antenna tower, you'll have better success.
WTSP-CBS is broadcast of real CH-10. To optimize the dipole rods of the 'rabbit ears', adjust each to about 14 inches in length. That will tune the VHF dipole section of the antenna to the frequency of CH-10.
If you have the Wallmart model number, it may be a valid addition to the list of indoor antennas... If it works well for you, no need to spend any more money. An extension cable sounds like a better investment.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
