I'll presume you are looking for access to each of the major network affiliates.
You have challenging terrain between you and the Sutro tower. You'll need a large, deep fringe antenna such as the Combo UHF/H-VHF Winegard HD7698P. Also, a medium gain, high input preamplifier such as an Antennas Direct CPA19 would be needed.
As an alternate, you can get just a bit more UHF performance with the UHF only Antennas Direct XG-91 and the H-VHF only Winegard YA-1723. An Antennacraft 10G221 preamp has separate inputs for UHF and VHF. The mounting mechanism of the XG-91 can be tilted up a few degrees if needed, a possibility at your location.
Aiming at 260° per your compass you should be able to see the major networks from San Francisco.
