You don't need a pre-amp. If 2 or more sets are connected a distribution amp may help. The antenna just likely needs some moving around vertically or horizontally to find a hot spot for channel 28.

Also the directional antenna pattern of channel 28 does not favor your area,...

Have you ever tried moving the antenna to a different location? VHF is more prone to multipath (signal reflections) than UHF. An amplifier won't help...

How about the FM trap? Do you know if it is engaged? All of your problem channels are VHF & you've got a strong FM signal in town, so it may make a difference.

I recommend the Antennas Direct 91-XG antenna with a Winegard 4800 pre-amp. Charlottesville is an all UHF market, so there is no need for a larger combo antenna.
