All I can offer is hope. My report shows WGRZ (real 33, down in the red) with a NM of 0.5, and 2-edge condition at 65 miles out. Similar to your WPBS (real 41) with NM of -2.2, and 2-edge at 55 miles. Even the terrain looks rather similar.

It's way out of my market, and I shouldn't be able to get it at all, but I get it just fine with a DB4e in my attic (even with 2 ft of snow on the roof right now), which is a terrible place for an antenna. I also get a few other Buffalo stations, though not as reliably. I would think just moving mine out of the attic would help a lot.
So all I'm saying is that there probably is at least some chance of reliable reception, with the right antenna, in a location that has a clear shot at the horizon (not through trees), and away from objects that may interfere, like the building itself.
You may get lucky.
