As I mentioned in the original post, this information comes from files downloaded from an Industry Canada website, not the CRTC.
In Canada, the CRTC looks after programming and economic matters pertaining to broadcasting, while the Spectrum Management division within Industry Canada is in charge of frequency planning and regulation.
