You do not need an antenna with any elements wider than 3'. That eliminates the 3020 or any other wide antenna.

The 7698 or HBU55 combo antennas are one option or you could go with a two antenna combo of a 91XG plus a 10-element Antennacraft high-VHF unit, stacked vertically with a 4' separation.
