It doesn.t look very promising on a generic report for Sooke; KIRO doesn't even show up at 50 feet:

It does show up at 500 feet, but is extremely weak:

If you click on the KIRO callsign in the report you can see why. The transmitter is on the left and your location is on the right

KIRO does show up

The black arc at the bottom of the profile is the curvature of the earth.

Some of the signal makes it to Victoria, but not much to Sooke or Port Angeles.
