Good, less DC voltage drop. The CPA-19 power supply is 200 mA, I think, so the preamp must draw less than that.
Good, the CPA-19 is resistant to overload, which you need with your strong signals, but your tuner might overload in some cases.

That will protect it from physical damage, but the coax might deteriorate from a buildup of condensation in the PVC.
