If Tin Lee builds a custom filter to make KTLM on real channel 40 weaker, it would probably be about $100+.
I suggest you first try the HD7698P antenna before ordering a custom filter.
If you need a custom filter, call Tin Lee Electronics in Canada, talk to one of their filter engineers, and email your tvfool report to them.
They can build a single channel bandstop filter to attenuate KTLM on real channel 40.

I suggest the CR7X-40 which has an outdoor enclosure so that it can be inserted between the antenna and the preamp near the antenna.
CBS on 31 has co-channel interference from XET, also on 31, that is 17.8 dB stronger, but in a different direction. CBS must be at least 16 dB stronger than XET to avoid interference. The 7698 antenna might not be able to reject XET from the rear to avoid interference to CBS.
However, you should at least be able to get KVEO NBC on 24

In a few years KTLM will move to channel 14, as a result of the FCC UHF channel "repack" which gives channels above 36 to the cellular interests. A new filter will be needed then to make 14 weaker.
