Electron is trying to maximize the number of stations that you receive. That Atlanta stations are, for the most part, at 346° magnetic from your location. However, their signals are very strong. You do not need to aim your antenna directly toward them to receive them as clear as a bell. You also have several stations east of north. By aiming your antenna 14° east of magnetic north, you increase the quality of reception of these other stations without degrading your reception of the Atlanta stations. As for locating the distribution amplifier, I would not put it under the house. Without going into all of the downsides, I do not see an upside for this location.
