The UHF gain of the typical 8-bay panel antenna is more than you need. With the possible exception of the CM-4228 I would expect the VHF performance to be inadequate.
The HBU-11, HBU-22, ANT-751 and CM2016 fit your application very well, better than an 8-bay panel UHF antenna.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
