Channel 8 (KFMB/CBS) and Channel 10 (KGTV/ABC) are both at compass 280 degrees. You might try changing the aim from 292 to 280 degrees.
But even before that, draw an imaginary line from the antenna towards 280 degrees. What's in the way? Walls? Buildings? Mountains? Note that the signal level for those two stations is yellow. If the antenna is "looking" through one or more buildings you're going to loose at least half that signal.
I'd certainly also try moving the antenna up and down a few inches, as well as trying it at different locations on the balcony.
