ADTech has given you good advice on checking the coax between the preamp and the power inserter using an ohmmeter with no power connected. You can also check the voltages, being careful not to short the center conductor of the coax to its shield.
This troubleshooting method is for a CM preamp, but is similar to what you need to do with the Juice.
