The trees putting on leaves will reduce signal strength.
The RCA ANT-751 simply does not have enough forward gain in your situation. A Winegard HD7696P or Antennacraft HBU-55 would be a more suitable choice. Higher mounting elevation may also have a significant payback... You can explore that by re-running your TVF Report at higher elevations.
If you split the signal to two or more sets, a preamplifier such as the Antennas Direst CPA19 or an Antennacraft 10G201 may be needed.
So the bottom line is, yes it's a tree problem but it's also an antenna problem.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
