I should have been more specific. Is your antenna pointing at obstructions within a few hundred feet? Your roof or your neighbors house for example.

Have you examined the coax (you indicate it's new) for kinks, sharp bends or damage from staples? Have you checked for fragments of foil or shield braid in the connectors?

Have you tried substituting a known good balun / matching transformer?

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
