Short Answer: Yes
Not as Short: If you would be happy with those two stations plus KBSI, omit the rotator. Instead, use an HBU-33 aimed at about 15°. Add the preamp only if you need it. (If you split to more than two sets or have a long coax run.)

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
