I think rabbit73 has already done a good job given the $100 constraint.
If not for the tight budget, I would consider the Antennas Direct DB8E or 91XG plus their Juice pre-amplifier.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
