The interference seems to affect UHF and VHF channels at a certain time of day. I agree with WIRELESS ENGINEER that it is probably very strong interference, maybe neon signs. If it were street lights, it would be all night. If it was coming from a nearby apartment, it might be CFL or LED lamps. Plasma TVs and battery chargers radiate interference.

Can you extend the antenna coax and try different locations for the antenna in your apartment to see which side it is coming from?
