Try running a new report with an elevation estimate for a roof mount (as high as you can reasonably install at).
I suspect that a 4 bay panel (DB4, CM4221HD, etc) and a high-VHF (Y5713) will work well for you if outside in the clear. The VHF will have a broad beam-width as will the UHF antenna. Split the aim between the two station groups.
I'm hesitant to recommend an amplifier. I would try using a passive UVSJ to combine the signals into a single coax. http://www.solidsignal.com/pview.asp...Combiners&sku= A preamp can be added to the UHF antenna if it proves necessary.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
