You can open image with paint, zoom out with view to make smaller (50%) or custom resize by pixels or percent, use snipping tool for rectangular snip, and save as jpg
For better quality, you can resize image size and file size (good, better, best) here:

There is a Quick Resize mode.
I use the ZoomBrowser EX software that came with my Canon PowerShot A570 IS camera. It came with version 6.5.1 and I updated it with 6.9.0 updater.
