It's hard to tell; he doesn't give gain figures and his 19 antennas test has #3 labeled at the top as 7698 and 7697 at the bottom.
If your buddy is willing to gamble on a test I would try the Winegard HD7698P and a CM7777 preamp. I have had some success with miserable signals like that.
