60 dB = 20 log10(x)
60/20 = 3
10^3 = x = 1000.
Maybe you are thinking of power. My reading of the literature says NM is like SNR, ie voltage. Noise is voltage, by definition, different from noise power.
60 dB power is a million times, 10^6.
