The CM4228 will have some modest ability to receive H-VHF (real CH-7 through 13). The DB8E will have a slight edge in UHF gain but is less likely to provide usable performance in the H-VHF band.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
