Thanks... I was thinking of Slingbox and the new tuners that SiliconDust has come out with recently. Silicon Dust has one with a built-in hardware codec that converts the high bandwidth MPEG2 data stream to an H.264 which is far less demanding if streamed across a VPN connection.

To the OP, this would require you to have an antenna, tuner and some combination of Internet connection at a location that has OTA signals you're interested in. If you want to see many different markets, you would need to build and operate many antennas and tuners in remote locations.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
