I doubt that you can see the Toronto stations while the antenna is pointed at Buffalo. There is no practical antenna design that can deal with 90 degree differences and have any appreciable gain. You will need a rotator or two antennas and two coax runs to an A/B switch at your TV.

For the time being, do not trust TVFool plots of future Canadian DTV assignments. If you want to keep up with what's happening in the Great White North, consult the OTA forum at digitalhome.ca. You can pose your reception question there, too, as they are very familiar with TVFool reports and you may stumble upon someone who has already dealt with your reception question.
