I don't know. Since it isn't in the database, there isn't an available calculation. My guess is about 18-20 dB below W28DB before impairments (trees, buildings, etc). While the CP is for a spot on the the same tower as W28DB, it's spot is 55 or so feet below W28DB's antenna. Perhaps Tower Guy might offer some additional insight, he works with similar facilities for a living.
The calculated noise margin for WLOS' channel 13 is a rough approximation based on data which has some significant potential for deviation. It also doesn't include the generally higher noise floor on VHF nor for any local noise floor increases due to electrically noisy stuff in your immediate vicinity or in your home. Plus, there's a ton of FM signal nearby and FM is more apt to cause interference into the VHF channels and, if present, would need to be dealt with (if possible).
