The Y5713 is pretty much a sure thing for receiving WKRC reliably. The incidental gain of the CM-4228 is also going to be quite sufficient. The DB8E by it self is not going to be a 'sure thing', it's H-VHF capability is quite a bit less than the CM-4228, it's a UHF only design.
The DB8E + Y5713 is a premium option that gives you maximum flexibility when fine tuning aim.
