Occasional Reception problem

Does cloud cover affect antenna signal? I am able to pull in good signal on all my network channels on most days. However I’ve noticed that sometimes cloud cover seem to affect the signal resulting in occasional to frequent pixilation of the channel. Only seem to notice this on PBS or FOX channels. Mostly watchable but with studders and blocking. But again most of the time they're fine.
I’m using a GE (Jasco) Flat Panel Amplified TV Antenna in the attic. Using rg59 (about 40 ft) with one 2 way splitter.

Do I just need a stronger antenna, distribution amp, or what? Any suggestions appreciated.
