The CS5 could be tried by itself. It has good H-VHF (real CH-7 through 13) performance but it also has incidental UHF capability that can be considered close to omnidirectional.

If the results are not completely satisfying, a UHF only design could be added at any time. I'd opt for the DB8E given it's optimized for the new UHF band, real CH-14 through CH-51.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
