Mounted on the roof and aimed a little east of due north you should be able to receive a fairly full line up.

If you were avid TV watchers, wanting every possible station, the expense of a rotator may be justified, but to see much to the south you would need a larger, deep-fringe antenna and a preamplifier.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
