The Radio Shack 4-way amp is questionable.
The Stacker has an upper and lower section joined by a flat ribbon cable... If it's too close to metal, it can possibly detune the antenna. The cable looks similar to the flat cable that is a part of a 75 to 300ohm balun but is a separate part on the Stacker.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
