CFTO is broadcast on real channel 9, which is high-VHF, and that antenna is designed for UHF only (real 14-51) with much shorter wavelengths. It may receive some VHF if the signal is strong enough, but it's obviously not cutting it for you. Add an H-VHF antenna. A single dipole may be enough, but something like an Antennacraft Y5713, combining with a UVSJ would have a higher likelihood of reliable reception.
