Take a look at the HyGain AR-40. The price reflects the difference in strength and quality compared to any consumer grade rotator.

Given that the H-VHF signals come from the same general direction, you may find that the Y10713 can be setup as a fixed aim antenna. If so, that will take some of the load off of the rotator.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
