Have you tried tuning the dipole for the wavelength of channel 10? Lay the two elements horizontal, in a straight line, and set the tip to tip length to about 29" (half wave is a little over 30", but electrically the elements look longer). Position it perpendicular to the direction the signal is coming from. And keep it away from electronics, including the TV.

It's a long shot, but since you have it, you'd might as well tune it for the wavelength you're trying to receive.
