Back to Antenna in Hampton Roads, still need assistance

OK, finally cut Direct TV, back to the antenna - and the same issues still requiring assistance before I go too far down the wrong path. Here are the details:

Antenna: Wingard HD 7015, rooftop mounted

When I dropped DTV I used their cables to hook the antenna into. I have one (new) splitter running to three lines, two upstairs one downstairs. Problem channels:

Fox 43: good on upstairs TV closest to the antenna, in and out on the other upstairs, and nothing downstairs
WAVY 10: Nothing on any of the three
Sky TV: Was good before, nothing now on any of the three
VEC 13 (ABC): Good upstairs, freezes downstairs.

So, is it possible to push stronger signals downstairs or to individual TVs; do I need to look into raising it (will have to hire someone - jumped out of planes for a while in the Army, but not real fond of heights, go figure); would a rotator work to fine tune (would think so since upstairs seems to be working much better save WAVY); an attenuator (someone mentioned this a few years ago before I went to DTV, again though, one for the entire setup)?

Thoughts anyone? (And please, no editorials on sports or any other comments about what I should or should not be watching. I like sports.)
