Have your tried putting the antenna in front of a south-facing window?
Much construction in southern California uses stucco as an exterior surface. Unfortunately, stucco has a wire mesh backing at effectively blocks radio signals. Additionally, much of newer construction also uses radiant barrier foil which does the same thing.
Give the antennas placement as much favor as you can and see what you can do.
Please run new reports at 30' and at 50'. While likely not practical for installation, those reports allow us to better visualize terrain impairments on your signal path.
