Your cable technician is an idiot! What you are receiving on your TV set are unencrypted QAM digital signals: probably shopping channels and the local TV stations sent down in HD. Cable TV companies in the US are not allowed to encrypt the digital signals from your local HDTV stations, and, since the cable company makes money from shopping channels, the don't encrypt those, either. You are also probably seeing the multiple signals from your local PBS stations, as well.
