I'm a bit concerned that the aluminum ladder and metal flashing at the edge of the roof may be affecting the tuning of the antenna...
Perhaps you have some pipe, tube or similar item that can serve as a mast? If possible, try to test with the antenna 3' or more from metal except for a tube or mast running through the rear clamp.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
