Go to TWO FM filters in series. Sometimes, it just takes more FM attenuation than a single filter offers, especially when the FM is LOS and the VHF signal path is terrain-blocked.
If that doesn't work, you're likely looking at some sort of electrical interference which, without test gear, can be very, very difficult to isolate and correct.
