A 5' tripod and 10' mast tops out at about 12' above the roof peak. That 12' number is specifically mentioned in the FCC OTARD rules so if you stay at or below 12' above your roof peak, you are protected from both the HOA and local building code restrictions. Above that, I believe you are still protected from HOA restrictions that would prevent you from receiving OTA TV. I believe you may need to deal with the local building department if you opt to construct a tower that exceeds 12' above your roof peak.

I'd go for it... trying at 12' above the roof peak to start. If you can test there without drilling any holes. Use a 10' section of chain-link top rail or conduit and simply hold it while a helper scans for KOMO, KING, KIRO, etc.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
