Notice the transition between 40' and 60'... the Tiger mountain signals become 'line-of-sight' paths. I suspect Tiger mountain is far enough east of Seattle to be almost out of the shadow of the hill you're on. The resultant path is far less challenging for RF propagation.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
