As teleview has indicated, your tuner must be capable of receiving ATSC aka 8VSB. Older televisions (pre-2007) are not likely to have that capability. If you have an older TV you can likely find a copy of the user manual online to verify if it does or does not have a digital over-the-air (ATSC/8VSB) capable tuner.

Set top converters are available if you need to keep an older TV.

Cable systems use a different digital modulation format, QAM which is incompatible with the OTA signal format. (Which is why you need to set the tuner to the correct signal format.)

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
