The 3020 would give a chance at seeing some signal from WWWB if it actually comes on the air. The signal is quite weak for that part of the L-VHF band. The signal from WTVF is even weaker, well bellow that typically needed for reliable reception of a L-VHF signal. Fortunately the signal on real CH-5 is a translator signal and the primary signal is broadcast on real CH-25 which has far less interference.
I would opt for an Antennas Direct DB8e + Antennacraft Y10713 + RCA TVPRAMP1R preamplifier which has separate inputs for UHF and VHF antennas.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
