Your HOA is likely aware of the FCC OTARD rules, and hopes you are not. The FCC rules over-rule HOAs and local government laws that would prevent you from installing and using an antenna for TV reception. The rules limit the size of satellite antennas but not TV antennas. The rules also protect installations that rise as high as 12' above the peak of your roof.

For reception of CBET, real CH-9, I would consider a dedicated Antennacraft Y10713 (mounted on my roof with no shame) and secondary tuner. http://forum.tvfool.com/showthread.php?t=2882
