Both are good options, I lean toward option 2... It makes the most of your chances at seeing the Fox affiliate WFFF. The path profile of WFFF makes me wonder if mounting a bit higher would change your signal conditions significantly.
A TV Fool report based on 25' or 30' would be interesting to look at.
