Another analogy -
If there is nothing but a little muddy water in the bottom of a hole, you may choose to call it a 'well' if you like. Installing a big powerful pump will not make the 'well' produce clean water though.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
