If you can afford to experiment with other antennas, these are worth trying:
Antennas Direct 91XG & DB8e
Winegard HD9095P

I would exhaust the mounting location & height options first.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
