I see a difference of about 1 dB comparing the first TVFR @ 30' AGL vs. the 40' report. That's not very significant. I would hang some metal in the air at 30'. If you end up with reliability issues with one or more signals, then reconsider going higher.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
