A premium grade rotator would be the Hy-Gain AR-40. http://www.hy-gain.com/Product.php?productid=AR-40

If that's too pricey, then consider the CM-9521A or NTE U-105 or U-106. If you use the Channel Master or NTE type rotator I would strongly suggest adding a TB-105 thrust bearing to the install.

If the well is dry and you don't see rain on the horizon, you'll need to dig the hole deeper. (If the antenna can't get the job done, an amp won't fix it.)
