Absolutely. On cannot use an amplifier in the presence of signals that hot.
The location of your daughter's room will have much to do with whether or not an antenna will serve well. If her room faces Mts Sutro and San Bruno, it should work. If her room is on the opposite side of the building, then it will be hit or miss.
Try a simple, non-amplifed loop and rabbit ears.
